Liberal members of the Health Committee deleted every clause of Bill C-224, but that does not end the bill. It returns to the full House of Commons at report stage, where MP Blaine Calkins can move to reinsert the clauses the committee removed. This is how the process works: After a committee reports a bill, the House of Commons gets its own chance to review and amend it. Members can propose motions to restore deleted clauses. Calkins has prepared those motions. If a majority of the House votes to restore the original text, the substance of the bill returns.
